Can’t get Verizon LG dare to charge

My father has just gotten Verizon LG dare about 2 months. Now, to his surprise, he found it hard for him to get it charged. He can’t get the charging battery screen to come on. As soon as I plug it in, it has the Verizon Wireless logo for a second and thats it.The battery is completely dead, but when the guy is not plugged in to the charger it’s sort of glowing (the screen).

My father has nothing to do with it. Only taking the battery out  can he get it charged. Anyone who met the same trouble? Give my father your suggestion. Thanks.
